The International Affairs Plan (PLAI) is for guidance and its goal is to define ANTT’s main course of action in the international level, provide the internal public and society with information about the activities developed by the Agency, provide the managers with a decision-making tool for resources management and also optimize the international performance bringing transparency and effectiveness to the Agency’s international missions .

At present, ANTT’s international performance is divided in: (a) bilateral and multilateral negotiations for operation and development of international land passengers and cargo transportat; and (b) search for instruments and technical knowledge to improve the regulatory and inspection activities, as well as the activities of ANTT's non-final areas.

Memorandos de Entendimento

The memorandum of understanding (MoU) is a simplified instrument intended to register general principles that guide the relations between entities in the political, economic, cultural, scientific and educational levels. It represents the first step in formalization of more elaborated legal documents, as cooperation agreements.

Due to its simplified format, the MoU has been widely used to define the lines of action and the compromises of international cooperation. It is recommended that the Memorandum contains the following information:

  • Objective of cooperation, specifying the areas of interest;

  • Scope of cooperation;

  • Description of activities and rules for modifications;

  • Terms and conditions of the execution of the activities;

  • Responsibility for expenses;

  • Language;

  • Rules related to interpretation of the MoU;

  • Indication of professional contacts in each area of interest; and

  • Requirement of publication of the MoU in the Brazilian Union’s Official Journal and in corresponding publications of  the countries.

The ANTT signed a Memorandum of Understanding with the European Railway Agency. ANTT also uses other agreements signed by Transport Ministry (currently Infrastructure Ministry) of Brazil with other countries such as United States, Netherlands, Germany and Spain, in order to keep cooperation. Besides that, there as other countries, such as China, which are informal partners of ANTT.

In some cases, ANTT attempted signing MoUs with foreign organizations but had difficulties due to them not being regulatory agencies and, thus, not considered as counterpart.

These MoUs serve as base to allow ANTT keeping in contact with regulatory practices, enforcement and inspections procedures and routine activities in other counties. In this way, the enhancement of ANTT´s regulatory actions involves the training of employees, which can be done by technical visits, seminars, exchange of experiences by meetings, documents or traineeships.

Traineeship - Intercâmbio de Servidores

The ANTT enables its public employees to receive training in foreign organizations in order to learn and apply the best practices related to the land transport regulation. In this program, the employee works as a collaborator for a foreign institution for 3 to 5 months. The employee is selected by an internal aptitude process and among other requirements, they need to have sufficient proficiency of the foreign country’s language required for the activities development, demonstrated by a written essay and a interview. ANTT provides salary, flight tickets, health insurance and visas, if necessary. However, other kinds of expenses, such as housing costs, are up to the employee.

There were three editions of the traineeship program so far. The first edition was in Valenciennes, France, in the railway sector, by the signing of a Memorandum of Understanding between ANTT and the European Railway Agency (ERA). In this traineeship, ANTT´s employees could experience practices regarding subjects such as railway signaling, safety, interoperability and regulatory impact analysis.

The second edition, held in Madrid, Spain, was in the sector of passengers land transport. This internship was feasible because ANTT is a member of the International Association of Public Transport (Union Internationale des Transports Publics - UITP) since 2012. In this edition, two employees were selected to work in the ALSA, a passenger transport company, and in the Spanish Confederation of Bus Transportation (Confederación de Transporte en Autobús - Confebus). The employees visited the center of passenger transport operations and learned about the Spanish legislation related to passenger transport market, the Spanish market operations, the obstacles for regulation and long distance and semi-urban transport market (Known as cross-border transportation in South American countries).

The third edition occurred in 2019, with the Mobility and Transport Authority (Autoridade da Mobilidade e dos Transportes - AMT), held in the city of Lisbon, Portugal.  The signing of the Memorandum of Understanding and the Agreement nº 01/2009 between ANTT and AMT allowed this traineeship. The objective was the experience exchange about regulatory improvements, involving especially defense of market competition, fare regulation and development and supervision of contracts of road infrastructure concessions.

After returning to Brazil, the Traineeship participants must prepare a report and an internal seminar aiming at the dissemination of the knowledge they received to their colleagues.

Diálogos Setoriais Brasil–União Europeia

The Sector Dialogues are a partnership between the European Union (EU) and Brazil, based on the principles of reciprocity and mutual interest. Dialogues have the objective to enhance exchange of knowledge, experiences and best practices on technical and political level, around key areas of interest for both sides.

In 2016, the 8th Call for Proposals of Sector Dialogues selected two projects of ANTT:

In these two projects, the EU partner was the Directorate-General for Mobility and Transport (DG MOVE). The project of railway sector was developed by the Memorandum of Understanding signed between ANTT and European Railway Agency (ERA). The project of multimodal logistic corridors was inspired by the TEN-T Program, established by the European Commission to support the construction and upgrade of transport infrastructure across the European Union.

Interação com a OCDE

The Organization for Economic Co-operation and Development (OECD) is an international institution with the objective of making better policies to foster prosperity, equality, opportunity and well-being for all.

Since 2016, ANTT has participated in the meetings of the Network of Economic Regulators (NER) and Regulatory Policy Committee (RPC). From 2017, ANTT has also participated in some meetings of the International Transport Forum (ITF). The agenda of these working groups and committees of OECD is coordinated by the International Relations Advisory (ASINT).

These meetings have contributed to update ANTT´s professional body about the international best practices, especially about regulatory governance. As the result of these meetings, ANTT is developing the Responsive Regulation project, based on the Enforcement and Inspections toolkit created by OECD. This toolkit will also be used  by ANTT to elaborate the Regulatory Agenda once the inspection process provide data and evidence for the regulatory rulemaking process.

Furthermore, OECD meetings have also inspired the Cutting Red Tape project, under administration of the Superintendency of Governance, Planning and Institutional Articulation (SUART). In this project, the regulatory costs imposed by ANTT's norms are estimated in monetary terms.
